This is a short film written and directed by Isreali-born Eyal Resh, that most likely would never have been made by an American. Although set somewhere in the US and using American actors, it has a distinctly European (or foreign) feel. Europeans often make entire feature length films that are small vignettes, mood pieces that focus on a "slice of life" that goes from point A to point B. For that reason, European films are often tediously slow and boring to many Americans. By contrast, American films usually require a grander story that goes from point A to point Z, with many subplots inbetween those points. "Boys" provides only a glimpse into a moment in the lives of these teens, so it comes off as more of a starting point or sub-plot than a complete story.
