LOL. This is actually a 2 hrs german movie (here in a russian or polish sync) from the year 1998 titled "SCHIMANSKI: Rattennest (rat's nest) from a popular criminal series about a detective named "Schimanski"

OK, I give up. What the hell good is a short film in a foreign language unless it has subtitles?!? I don't speak Russian or whatever language this story is told in so it doesn't really matter how well made the film is. I can't follow it very well. Moving on.
